Yes, when you get promoted you should not be equal but you should struggle to get into the top 4 without improving your squad. You should have at least 7 teams better than you. Now season after season you can be competitive even if you do nothing to your squad and that makes the game boring.
When was the last time that a team won Div. 1 and then the elite league the next season? In England I think it was in 1977/78 when Brian Clough did it with Nottingham Forest. Now no-one on here is as great as Brian Clough so please do not expect to win year after year without hard work and investment.
