Managers level 3 in cup matches

Hey okay so I just started to play this game recently and for some reason I, level 1, feel like all managers in the cup are level 3..including my opponent..why? It's pretty unfair and kind of impossible to possibly win the cup with opponents like this, opponents much stronger than me

Some things about the Cup
In the Cup there is a mixed participation of teams from "all" levels.
The qualification is coming from the quality of the top 14 players of the teams.
So, if you had a 5* squad of 14 players, you (lv1) maybe face teams with the same q from lv2(3) or lv3(4). Their players will still have the same q for you but for them, they are 4* or 3* players.
The problem comes when they buying new player these days.
A common 5* player from Transfer market, for you it's a 6* player and so on.
So, yes, Cup draw is kind of unfair for high quality teams
