Not from what I've seen. When you look at champions league teams you're suppose to get a team which finished 1st, 2nd, 3rd and 4th in the previous seasons league, in each group. There have been a few weak 1st teams just as there have been some strong 4th ranked teams.

The OP is essentially asking the league draw criteria and to be honest i dont know.

im in a league were the average v is 54 were as same level ive seen much lower,im lv7 and my team averages 60 which is good for somethings but not the cup,i play in a lv 10 cup and since my first season ive made it to the final again and yes against a lv 10 player ..........bring him on lol
