Well considering he's 18 YO i'd say yeah, with that many you should be able to, like July said, train him on max intensity with the 30% option and see how much improves. If it's between 75/90 then you should be fine.
A bit slower than that, he surely has a above average growth but super speedy. Over those rest packs you gotta consider match played too.
