The thing about the Cup draw is it has to start at the top of the server.. and pull top 128, and then next.. etc.. so.
You always get teams above you if you have high Q squad, and would still even if it was restricted, and there would have to be exceptions like now (in CL and League) to make the draw even, especially at higher levels where there just are not that many teams.


I myself gave up on winning Cup a long time ago now...
