7* the scout - He nearly 7* to begin with.
8*/9* the young player because you get 8 seasons to train the player rather than 4 with the scout.

I would go with the young player if I ever have the resources to do this. Maybe in about 5 years after I graduate and start earning my own money. :p

Final Update -
Michu will be on 9* after recieving 550 boosters, while Miku will get to 9* after around recieving 640 boosters in total.
Therefore it costs approximately 500 tokens to raise a player from 22 years 6* (1 point from 7*) to low-end 9* and it costs approximately 600 tokens to bring a 18 year old from 5* (1 point from 6*) and add special ability to low-end 9*.
Therefore over 8 seasons a cost of maintaining the quality of a 9* 18 year-old will out do the costs of the scout since both players will need about 250T each with natural growth to maintain a 9* standard.
Scout 50T purchase, 500T to get to 9* + 250T each for 3 seasons maintenance = 1300T
18 year old 26T purchase plus 24T boosters to give 50T puchase plus 600T to 9* + 250T each for 7 seasons maintenance = 2400T
The 18 year old youth is the winner with doing another scout power trained to 9* once your original scout reaches 26 years but you do get a 26 year old 8* scout which declines to 7* 27 year old and 6* 28 year old... because of this extra scout that you have thats in decline over 3/4 seasons with still good ability I have come to the conclusion that the battle between Miku and Michu is...

I know it's an old topic but since we bring this on now.. i'll have to say that young players gain way more than 20 /56*/63.
I usually get 30-44 on hard stretching, 70-85 on cardio and over 100 on Match Practice.
Guess your 18 y.o is not a fast trainer but a free academy player.
A fast trainer would take the lead against the scout once they get to 110Q or so.

Players are programmed to get their training capacity cut when they gain the 6th star and even slower with 7*. It's to prevent teams from going too good.
A fast 5* trainer will go down from 110 to 80% progression when he reaches 6* and will go down again to 50~60% at hard practice match, no matter if he's 18. Next season he'll recover all training speed as he loses one star.
I got a couple of super fast trainers and I thought I could get them to 9*, but I gave up soon. I couldn't pass the 7* without spending a lot and I don't buy or farm tokens (none available to farm in many countries).
A lot of the time its just variability a play when you compare 1 session trained fast trainers with another.

The drop from 4*-5*-6* is around 20-25% on average rates for me over multiple trainers and 20+ training sessions. Can't comment on 7*, 8* or 9* - I just don't go there ;)
PS despite the above M Stevenson is the fastest trainer on average ;)
nice thread ... but ive also found that older players can gain massively in proper matches ... i've got a 29 year old aml/amc/amr who has been awesome for me these last 2 seasons and in matches can get as high as 170 points
