You don't get promoted to the next level. You stay same manager level as you are.
ok I understand, so in other words there is no way one player can go down a level? say for example if I play in league 2 and loose, it means I cant possibly go down to league 1 ??
Yes, you can't go down a league. You play your league another year.

You stay in the same level - If your Level 6 you stay Level 6, You cannot get relegated. Its not a bad idea if you want to improve your squad quality without buying players but you stay back a level for another 4 weeks, But if you buy good enough players (or scout players) and play TE this shouldn't happen to you because there are a lot of inactive/bad sides.
