I dont get how a team this bad makes it to season 4

So, for my season 4 I have some very low teams. I just don't understand, I had a better team when I first joined top eleven. Plus on the second season, I have had some very tough teams in my league. I have like 3-4 teams that are 1 star... Take a look at the lowest team, I have in my league

This happens because they are so many abandoned teams playing each other in the lower levels and some manage to get promoted up a few levels because its mostly inactive vs inactive. This is why I say levels like L3 and L4 are the easiest levels on the game.

lol unlucky m8. i've got my best league yet. looks like at least 7 active managers with quality around mine and upto 4.0 better atm untill people start signing more obviously. looking forward to it I'am lvl 4.
