in the Cup yes, in the league we don't know how it works the latest seasons.

I think it's average quality including unallocated SP for the last two seasons for league.
Renamed to Bolton Wanderers Season 27.
League Winners: 3,5,8,16,21,24,26,30,31,40
Cup Winners: Seasons 10,25,28,35,40
CL Winners: Seasons 19,23.37,

Is that true? The average qualities of teams which failed to promote (or successfully tanked) two years in a row are significantly higher than those the average qualities of teams which promote in previous 2 seasons. Then they should be very unlikely grouped to the same league.
i think league are count as the average quality~ and well... in my league... 14 team (included me) 11 team are failed to promote in last season =.=... the other 3 team .... 2 team won last season league title (me + the other one)~ one finished in 4th~ and they were almost similar to my quality at the beginning of the season~ all like around Q 53 ~
