On the other hand, trained scouts are more or less good. I've had them, Baert was one.
Why I don't recommend scouts is that if you really want good players look for them in negos. Offer 10T (therefore at the most 30T) and you have good odds of getting a young player just 1 SP off 6*. The old scouts are exactly 6* and cost 39T. Moreover, you don't know if they're good, while in negus you may bid on in-form players.
Scouts can cost a lot of Ts, I can build even a 22-man (tho 18 is enough for me) squad off 69T.
Scouts aren't for 35T managers like me and the majority of TE players.

My team is 90% made from scouts and I compete for treble every year (ok, most times I fail...).
Scouts are like great wines.
You can get a very good wine for $ 20. If you want a fantastic wine, it will be $ 1000.
For sure, the fantastic wine is not worth 50 times the other one's price. But it's better (likely to be).
And that makes all the difference.
