I want to start from the bottom..With 1 level team and ye.. I want to reset or i don't know how to say it exactly..Can i make fresh start or something like that ???

Go to old version for once. Take over a new team. Then switch back to new version.

Yes, it's true. But he may need to frequently switch facebook a/cs.

In case other managers want to start with a team which have already completed all construction works, they still need to use that option.

For old version, I believe they are referring to the old PC version.

Indeed, there's no "old version" left for mobile. The guy who gave you the suggestion was talking about the old desktop version of the game.
