I add a 3rd possible explanation:
Nordeus only generates players based on a supply-demand law, i.e. In the beginning of each season (days 1 and 2 mostly) players will try to get rid of unwanted players as much as possible to get money to buy new ones. As a lot of players floods the market with players to bid for, there's no need for Nordeus to generate players.
