Let me say something here.

Football should be based on quality and tactics. Things like 'luck' should have little to very little effect on the final outcome, though occasionally, especially in the case of knock-out competitions, 'luck' can play a more significant role as the outcome depends on 2 matches only.

If this game is based more on 'luck' or like one user says, a 'roll of the dice', then this game is not appropriate at all as a football management simulation game. It would be a casino game and if you consider all those 'strategies' or ploys to make or force the user to spend money due to their weaknesses, it can be said that this games functions very much like a casino game. It is something that I have spoken of back in 2015 in this forum when I decided to quit this game.

I can tell you that I have observed that for some matches, it seems that nothing much can be done on the part of the user to change the final outcome; it is as if it has been fixed.

Speaking of 'luck', I can tell you that many things don't happen by 'luck' or by chance in this world. There are explanations to many things. The word 'luck' or 'chance' is overly used.

Maybe using the right tactics and high quality makes it 99% to win a game but 1% can still occur
But is luck a main factor in the game so user doesn't have to tire himselself choosing the best tactic ??

In my opinion, there are deliberate things programmed to happened in this game. In addition to those, maybe there is a roll of dice involved for some decisions like the form of your players, and so on. So, 'luck' is generally insignificant as compared to quality, tactics and those deliberate hidden programmed things. If this game was based mostly on luck, then results would follow some sort of probability distribution, but it does not appear to be so.
