It's not certain. But in my experience, for players available in market, 18 years old players whose qualities are very close to 6 star are unlikely the fastest trainer. If their qualities are lower, the chances to be fast trainer are higher.

Depends on their cost, they will be very expensive if they are. If you buy a lower % one, it will be a lot cheaper, though.
