It's still too early to tell... he might suddenly get into a 6-7 patch, I am quite new to the game but from my observation, I wouldn't base a team on a striker... it's the midfield that carries a team forward.

If you avoid promotion once every 3 or 4 years he should stay Scout for a long time. Man of the Match awards make a big difference in keeping his level up.
