What happens to scout player?

Im curious about what happens to scout player when i try to sale him?Can you offer him or he will be shown as %99?

You can only put them on the transfer list if he is somewhere between 95%-99% he will automatically appear on the negotiation tab as long as he isnt a 6* other managers can place an offer on him

if you mean a 6* player, only managers from the level above can bid on him (as a 5* player).
