I wanted to give some info and was confused about your level.
A general rule about the tickets is to start from 2X level and raising.
So your prices looks good.
Maybe cause of tanking, your team doesn't attract your fans with bad performances.
You must also raise the level of some other facilities like the parking.

What you can do is start playing frendly games.
For friendly games the ticket is less than 1/2 to 2/3 of the level.
