Is there a way to tell when players will level?

So a character needs to go up roughly an average of 3 over his 3 skills to gain 1 quality level

this guy here has 19.6 + 14.6 + 14.4 giving him 48.6 all together(16 quality) Attachment 3877
He would need to get to 51 over all averages (3 x 17) to go up another quality?

PLEASE TELL ME IM RIGHT;)

Yes he needs 13 points for 17 quality.
