How do I get 8 or 9 star players?

This is first case thats so extreme. Usually i just finish with teams more or less equal (but 2 lvl above....wich means they have at disposal 7*players ) in cup and CL. But it follows me from the begining. From the first level. Thats way i cant pass through qualifiations

Are you saying you´ve had higher level opponents in the Champions League from when you were in level 2 or are you meaning just the Cup ?
I only started getting higher levels in the Champions League from around level 17 .As for the Cup if you have a decent team you will always face 2-3 levels above you .
