Yupp, thats the measurement system that everyone uses (more or less). But you could also look at his stats (both skill & performance) and then decide if you want to buy him or not.

Ok, Thouht you were a newbie.

Anyway, you could try to increase the training intensity from normal and hard (intervall) and see if he gets better or not. Otherwise sell him (There's nothing you can do)
