Selling 79% players at negotiation

I am interetsed in this and need some quick answers. I have players at 99% today. normally i wait till the new season and then get decent negotiation prices for them, but now will they become 79 overnight and therefore not be worth anything?

Won't todays 99% rated players still appear as 99% on the negotiations list of the level below tomorrow?
