I have one striker who is 22 y.o, value=$66K; and I just purchased another, 18 y.o., value=$97K, I subjected them both, one by one, to the same training set, and both of them got the same 23 increase in experience; the drop in condition is somewhat difficult to measure exactly because on the same training schedule it varied from 13 to 19, but it looks it varied for both of them about the same.
You're doing it wrong,that "23 increase in experience " is training experience points,those points increase your training level,not player skills
To check if one player is a fast trainer or not,you need to see how much % he gains after each training
