what number of 5* players can you expect on the transfer list on a new/old server?

Usually, I get only 2-3 4* players and the remaining ones are 3*. (league 2). Does that mean im on a new server and there will rarely be any 5* players to buy? What can I do to get a decent team without buying scouts??? Ive bought a few 5* players so far but they are pretty rare and sometimes heavily contested.
