    You can buy scouts just as long as your overall quality is under 24.9... As in the average quality of ALL 22 pplayers is under that

    ohhh, so I can have 18 scouts and 6 players quality 12? That's under 24.9.

    Very fair! And What happens sometimes I just bought a new scout and in the process of selling? my average will be over a little bit!
