I think most managers don't realise there is a reoffer option. It's so hard to see when a minimum token requirement has been set.
And of course, it's not widely publicised.

Trying to make these idiots realise that I'm not going to sell for FA.
Had a regular 0 token bidder offer 0 tokens for a player yesterday, made him wait 24 hours for his tokens back. Another bid from him for the same player this morning, this time 3 tokens. He can have the player if I don't get a better offer, but I'm going to make him wait until just before the clock runs out in the hope that he buys another player in the same position and gets stuck with someone he no longer needs.
