Recommended players are fixed ?

Yes they do, especialy the ones that are over 21 years old. The most expensive is acceptable. Big minus is that for 79 tokens i expect 18 y.o. with 2 positions and SA. It depends on just luck like recommendations or normal market players, I had a few scouts too that are way more better than most of the recommendations.

Edit: and all scouts are over 21.

After a long waited, the recommendation comes

PS: After i check, there is one more ML from the youth. So total 3 ML in my squad. And only 2 MR. I think this is why i got MR.
