Age 33, and trained him to almost 9 stars.

Wtf am I missing here?
Rest of team is much lower quality.

Probably an asso trickster.
He is active and gonna use abnormal formations in your league.
Send him a friendship so not to use his normal team and formation in your between games (when he 'll secure the no-promotion).

the weird thing is that till now he does not use illegal formation in league

Might be that he didnt train him, but he languished on same level for 10 seasons, thats why.
