Transfer market-bidding

Hi there
Could anyone explain to me. Why I bid to against managers from level 50 or 10 while my level is only 15? If the player is 90% to my team level do they level 50 should see it as 1% and level 10 should see it as 200+%.
I really cannot understand the new transfer market strategy.
