Problem with transfer market

I have a huge problem. I'm only lvl 3 (28.9). Today the new season started and i checked out the players on the market. But when i want to buy a new player on the transfer market all other manager who bet for the same player are lvl 10+. There are also player with lvl 40.
Why should a manager lvl 41 (215) buy players with a quality of 34?
Did someone already have this problem? Ideas how to fix it?

Now the market is uniform, any manager from any level can join the bidding war, and the player keep his % as quality independently of the level and team where he will play.

Okay, then i did not recognize this in lvl one or lvl two. Thanks for your help
