Where to find managers a level or 2 below

Is there any way to deliberately find managers a level or 2 below I can befriend to sell erstwhile brilliant players of mine, to whom I remain emotionally attached to?

Too emo about these players to send them to the black hole and believe a change of clubs can do them some good.

I'm Level 22 this season.

Find a Facebook friend.Then go to his league but he will most likely be in a different server
