Different level all his player will be 9* to you and all your player will be 1* to him.

He saw the player as 5* 98% with 174 Quality and paid an appropriate sum for that level (~120M)
Any formation or tactics advice given is based purely on experience with my teams...

The Auction system is designed to be fluid and efficient for all levels. Managers of different levels can compete for the same players. The quality (the number in brackets) and cash cost of these players will be scaled appropriately for the level of the manager but their quality % and Stars will remain regardless of level. This way the player will be of the exact same value and cost for every bidder.

Basically, how a manager will see a player on auction is relative to that manager's club level.

To use your case as an example: The player S. Kuklis who has a quality of 5*, 98% and (34) was won by a 33rd level club. The manager of the lvl 33 club sees this player as having a quality of 5*, 98% and (184). The player's quality points are scaled appropriately for his new club. Also, as Talisman mentioned, the cash the other Manager spent is also scaled appropriately for his club level.

It is. High levels don't get more tokens than low levels.
    It wasn't our day.

Yes, as Toxcatl saying, a higher lv manager can have the same or maybe lower tokens from a new manager.
    The same with packs.
But for sure he has more money - in analogy.
For a manager of low levels money is a problem but after finishing your stadium at lv16, you have no problem if set the tickets right and not spending to win bonus.
