Yep, when points then goals are equal, it up to a penalty shoot out. So like this:

Tiebreak | Points > Goals > Penalties. Penalties will be held between the opponents of the last-to-end match.

Also,let's add this too,even if you win at penalty shoot out,you might not qualify to the final and play for 3rd-4th place ,we have this "rule" from the beginning of associations,so i guess it's like a feature of the game
