WTH! Am I missing something about negotiations?

Some someone point me in the right direction for negotiations please -

I've brought on he transfer market and from the Scout list, but how do I negotiate for a player (I'm currently on Level 2)

You can only negotiate once you get to Level 4.

Ask again in lvl 4 if you are still here :).Also you can look in forum,have many questions about negolation and many good answers(some from me ).
