Why are persons on a lower level or higher level allowed to bid for players but we can’t negotiate with people who are higher than us. I find it highly disturbing that we can’t..... so you’re telling me that my players star lowers each time I’m promoted but lower level persons can buy the same players as me? Aren’t they supposed to be of higher ratings?

You obviously don't understand the Auction system....
There are plenty of threads about it.
Everyone no matter the level see the player as the same percentage i.e. 89 percent
The only thing that differs is the cost of the player which is relevant to level.
