How to make my players improve quickly???

my players have average 21.2 years old but some players have slowly improvement althought they have 19 years old only

higher player's market value, higher it's improvement.
more player's stars, lower it's improvement.

Dont buy a 18y/o Q34 player worth 1.5m, he will train slow. I once saw one with Q34 worth 5m, I wonder how fast that guy was^^

Is that use all your green packs to train him and dont use the skill points till you got enough to reach the star you want?
Previous season i buyed a talented 3*, this season he is 2* he is 1 point away from the next star but i dont use skill points, in the begin of next season he is a 1* player, i'm gonna have above 200 green packs (5-6 games a day) + the points he already got and train the player till he 's a scout
