how are negotiations supposed to work?

Do these work? Nothing ever seems to happen, I make on offer, player seems to disappear off the list, no tokens or money goes and I hear nothing. Can someone explain what's supposed to happen? How do I sign a player?

to sign a player, go to auction on transfer option,
try to bid a player with 1 token,if there re much people bid too,ull go to next round
until the round no one bid and ull be the winner

also u can buy from scout list, good player with 6 stars and special ability that worth 50 token

or make offer on ur friend player..
just click the player and press negotiate..
