They can only show what advertisers give them / agree to. Most advertisers have restrictions on how many times a single user can view the ad (for example, if they paid for 1,000 views, they don't want just one person watching it like 100 times). If the devs could let you watch unlimited ads, I'm sure they would, because they get paid for each view. But most likely the advertisers have restrictions of "each user can only watch this once every 24 hours or something", so if they only have 10 ads that day, and they all have that restriction of "can only be watched by each user once", then you can only watch 10 ads and that's it, they've got nothing left to show you. If the next day they have 30, they'll let you watch all 30. Etc.
