How, how how do TE manager to muck this up sp badly so regularly...

this year i am a level 58 manager, my team is 103 quality.

In my CL group i have a 59 manager with quality of 104 (ok thats not so bad), a level 59 with quality 120 (hmmm not great) and a level 60 with quality of 183 (enough said),

A similar group in the CL i am in has 4 teams all at level 58 with qualities between 96 and 105, how does this add up? It makes no sense! How do they think this is fair?

I understand that some times they have to amalgamate levels, but even still the groupings above make no sense......and where are the level 57 teams if they need to use others to make CL groups?

They are playing with lower quality teams of LV58.
