So after sometime I finally managed to get the answer.
1) At Level 1 negotiations are not available. Club is at level 1 as 5star player has quality ( absolute ) 25
2) He took over a new club so negotiation is available for him/her.

Been looking for the answer since quite some time. phewwwww

my team started again from LV1 but negotiations where open with this feature
