In some respect, yes.. But it's mainly to do with their skills for their position.. Like a 7* goalkeeper could have worse GK stats than a 6* GK in which case you'd pick the 6* GK. Or a 7* striker may have worse attacking stats than a 5* striker, so you would pick the 5* striker
