Cup draw

I'm on Level 65 and i look to the Cup draw and I noticed that all the teams, who where last year one Level above me are all relegatet to my level. The champion begins with 145. The second with 135. That is a joke. Has anyone observed the same problem?

Why are bots being generated at level 46?

I had two bots last season in my League.
I wonder if those teams were real teams once but deleted or left abandoned for a long time.
I remember a couple of guys ex-friends (in the top of my server should be), with common friends,
they said that will stop TE before a year, now I cannot see them anywhere.

Top one is my oppo in the cup in an hour, but already shows a 1-0 defeat. So I have a look, and there he is in the super league.
If these are old abandoned teams why don't they have any stadium build, cash reserves, squads full of 30 year old plus players? History?
Seems to me that these are newly generated.
Why?

both of them were founded today !! check the founded date lol !!

Last 3 seasons I have had bot teams in Round 1. This season I have an abandoned team that I’ve never seen before.

I play in chempions league and CUP with higher level opponent. This game is stupid. They are 20% more team power.
