11 is the minimum number of eligible players you need to field in order to not forfeit a game in TE, but apparently you can get by with 7 guys in Serie C:

Real life FIFA LOTG state 7 players,1 of which must be a goalkeeper , is the minimum amount required to play the game. However tis is only a fantasy game and not bound by any FIFA LOTG.
