I have got an offer of my worst midfield whose currently 1 skill point away from next star and he got couple of skill points reserved
If I add the skill pts the player will became a scout player for the buyer can the deal still go through or offer cancelled

Yes, during negotiation are selling him on auction, you can't assign any points.....

As others have said, no skill points can be added until either the negotation time period is over, or until you reject it. Annoying when you want to add points on the app version but can't because someone has most likely made an offer below the market value.

Also, just to let you know, unless that player is poached by another club via another method, the player will be off the negotiations list when the player turns into a Scout.
