Not always, this may disperse token spenders onto other things like Scouts Players, which is not as good. However, it may force them to upskills these scouts players. Or force the user to buy Special offer from Events, Which all cost 4x 5x more.

So, all in all, it is very much Nordeus interest to not force them to buy elsewhere.

Guys, try to put your weakest player at roster in the starting eleven in the role you need to buy a player before the game announce the new offer and see if it the engine offer you a player in that role.

I finally got something other than a GK, so perhaps it's fixed. This morning I got a MR recommendation... I don't usually play with a MR so still pretty useless, but it's not a GK so that's an improvement!
