higher lvl manager in cup and champ league but what is their true team %

all my opponents in both cup and super league are 1 lvl higher then me. today i have managed to get to the quarterfinal of the cup by beating a higher level manager with 20% more in team quality in both round. but after the match i went to check his association team % and it was almost same as my. so im wondering which % of team I am facing in the cup and champ league. the % they show 123% or the % the team have in association?
