Why can’t I fully rest my team with 1 minute to go before a match?

This has happened to me a few times.

I get to the match with 1 minute to go and I click on the fully rest button or fully motivate button for morale it will say we couldn’t find a good psychologist the time, please try again later.

How long before a match do you have to be to fully rest your players on time?

Eg 2 minutes to go until the match until it becomes impossible to fully rest your squad.

You can't replenish condition or morale since 3 minutes before a match starts.
