1 - Get the player you wish to sell to 1 skill point away from being awarded the next star, this places the player on the main negotiations list

2 - You need to be on the same server of any team you want to make an offer to.

And how do I see if the player is 1 skill point away from the next star? And when he is only one skill point away, will he automatically be on the Direct transfer window or then I'm able to sell him?
