Disappointed with scout

OK thanks this is my first scout, I'm in Season 3 so fairly new to all this. Thought he was a bad buy.

Age 22-24 and a Quality that ends in 4 or 9 is what your looking for with scouts at the beginning of any season.

I'm level 3. What do you mean by a quality ending in 4 or 9??? Could that be any of the 3 qualities-
Deffence, Attack & Mental? Or the total quality?? Why 4 or 9..

He means just before they go up a level. A few skill points from being 7 stars.

You are level 3 so you are looking for scouts 22-24 years old with overall quality of 39. In few days they can be 7*. I usually sort the scout list by quality and top 3-4 are that quality and then I hope they are not too old. This season I was lucky and had two 22 year olds with the highest quality and exactly in the positions I needed the most so I bought them.
