League Placement Question.

I worked for 3 consecutive seasons to raise my team level from 70% to 123% last season, and I got my first triple wins, in level 14. Now my team is 103%. The cup players were two thirds between 90% and 110%, Rest below 90%.I think it's fair.
Update League:
But to get in league which have only 4 players 70-80%, 8 players between 115% and 130%, and 3 players +140%. I think there's something wrong with that. I think two of them are tanking and one is winning. But the 8 other players are fighting too.
Now I think I'm not going to win top 8 this season.
Is this NORMAL situation in top eleven?
