You improve players by training them.
All players have different learning speeds, and obviously the younger players train better and faster.

If you have the resources you can improve them instantaneously by training them using green packs.

You can use tokens in the personal trainer session but way too cost. You can also use tokens to purchase green packs to train your players. The choice is yours if you are a rich manager

It's up to you if you want to spend real money to improve your players, but do note that if you get promoted then your players automatically drop a star next season. So it's not really worth spending money unless you intend to keep spending money, in which case it becomes a Pay to Win game.

In case of promotion, what rating players are worth keeping? As they lose 20% and we get tougher league for having higher rating?

I think below 90% not worth keeping, they are 70% then and replacement can be bought for 1 or 2 token. Except for players with very high skills and that you plan on using for sure.
